Who is Eligible to Import Car in Pakistan and What are different Schemes
All Pakistani citizens can import new cars in Pakistan, and only the overseas Pakistanis (Living abroad) can import old and used cars. The Pakistani citizen who holds dual nationality living abroad can import used cars in Pakistan as per the import policy. And the person has to be more than eighteen years old to import a car. A person can import a car once in two years in Pakistan. Days calculation starts from the date on which the GD (Goods Declaration) is filed for the last import.
No one is allowed to import used cars in Pakistan under the normal import procedure. However, you can import cars that are classified in HS Chapter 87 in different schemes. The car import policy provides an exception for overseas Pakistan to import used cars under the following three schemes.
- Personal Baggage Scheme
- Transfer of Residence Scheme
- Gift Scheme
Personal Baggage Scheme
The following are the terms and conditions to import car in Pakistan under a personal baggage scheme.
- A person should have a stay of 700 days outside of Pakistan over three years.
- The car that is not more than 3 years old can be imported in Pakistan for example if you want to import a car in the year 2023, you can only import cars that are manufactured in 2020, 2021, and 2022.
- Motorcycle, passenger car, pick-ups including 4×4 vehicles, van, bus, truck, bulldozers, agriculture tractors, laser land harvesters, and combined harvesters can be imported in this scheme.
Documentation required to import car under personal baggage scheme
- GD (Goods Declaration)
- Export Certificate
- Purchase Invoice of the Vehicle
- BL (Bill of Lading), which should not be more than 120 days after the arrival of the importer in Pakistan.
- Attested photocopy of the Pakistan origin card or passport. (You are required to show original document at the time of clearance).
Transfer of Residence Scheme
The terms and conditions to import car in Pakistan under the transfer of residence scheme are as follows.
- Motorcycle, passenger car, pick-ups including 4×4 vehicles, van, bus, truck, bulldozers, agriculture tractors, laser land harvesters, and combined harvesters can be imported in this scheme.
- The car that is not more than 3 years old can be imported in Pakistan for example if you want to import a car in the year 2023, you can only import cars that are manufactured in 2020, 2021, and 2022.
- A person should have a stay of a minimum of 180 days outside of Pakistan over the last seven months from the date of application.
- The cars that are imported under this scheme cannot be gifted.

- BL (Bill of Lading), which should not be more than 120 days after the arrival of the importer in Pakistan.

Gift Scheme
Here are the terms and conditions to import car in Pakistan under gift scheme.
- Motorcycle, passenger car, pick-ups including 4×4 vehicles, van, bus, truck, bulldozers, agriculture tractors, laser land harvesters, and combined harvesters can be imported in this scheme.
- A person should have a stay of 700 days outside of Pakistan over three years.
- The car that is not more than 3 years old can be imported in Pakistan for example if you want to import a car in the year 2023 you can only import cars that are manufactured in 2020, 2021, and 2022.
- The vehicle can only be gifted to the family member living in Pakistan. The family member includes parents, brother, sister, wife, husband, and children, but it can’t be gifted to the children under the age of 18 years.

Payment conditions of duty and taxes with foreign remittance
The remittance for the payment of duty and taxes of all the vehicles imported under the 3 schemes shall originate from the account of the Pakistani national sending the vehicle from overseas. The remittance either be received in the account of the Pakistani national transferring the vehicle from overseas or in the account of his family in case his account is not in use or nonexistent. Also, you need to show the proof of conversion of foreign remittance to the local currency with the bank encashment certificate.
Duty and Taxes Applied on the Vehicles of Asian Make
The import of used and old cars of Asian Makes meant for the transport of persons falling under the HS code 8703 is exempted from much of the customs duty, sales tax, and withholding tax, and the collective amount is specified for that. The following are the fixed duty and taxes applied to the vehicle according to its engine capacity.
- Up to 800cc US$ 4800
- Upto 801-1000cc US$ 6000
- From 1001-1300cc US$ 13200
- From 1301-1500cc US$ 18590
- From 1501-1600cc US$ 22550
- From 1601-1800cc (excluding jeeps) US$ 27940
Special Scheme to Import Car for Disabled Person
A disabled person is entitled to exemption from duty and taxes for the import of car not more than 1350cc engine capacity, which is equipped with special devices to compensate for the disability for his personal use under the following conditions and procedures.
- Only those disabled persons are allowed to import a customized car that has been granted an import authorization certificate by the Ministry of Commerce as per the conditions mentioned in the SRO 6(1)/2009 import issued by the Ministry of Commerce.
- A disabled person can import only one car in terms of the above-mentioned SRO.
- The car cannot be sold or transferred to any person before the expiry of 5 years from the date of its arrival in Pakistan, except under specific conditions mentioned in the SRO.
